Position Overview:
We are seeking a skilled AI Policy and Communications Contractor to support TechNet’s 50-state advocacy team in navigating the rapidly evolving landscape of AI-related legislation. The ideal candidate will possess subject matter expertise in AI policy, along with the ability to develop strategic communications products that elevate TechNet’s advocacy efforts.

TechNet’s 50-state program is unparalleled in size and experience among tech industry trade associations. In 2024, our state team engaged on 775 bills in 45 states, Puerto Rico, and Washington, D.C., and our policy position prevailed 87 percent of the time. The team consists of eight regional Executive Directors and one Deputy Executive Director based in the tech hubs of Austin, Boston, Denver, Chicago, Harrisburg, Olympia, Sacramento, and Tallahassee. The team is managed by our Senior Vice President of State Policy and Government Relations and supported by a State Policy Coordinator and contract lobbyists in numerous high-priority states.
Key Responsibilities:
- Policy Development and Analysis:
- Track, analyze, and maintain up-to-date knowledge of AI-related legislative developments at the state level on a daily basis.
- Develop a multistate view of AI legislation, identifying trends, similarities, and key differences across states. Develop work products to communicate these findings to TechNet member companies.
- Consolidate lessons learned from various legislative engagements and member input to inform future advocacy efforts.
- Collaborate with Executive Directors to align policy recommendations with political realities.
- Redlining and Consensus Building:
- Redline AI-related legislation with a focus on aligning member input and applying lessons learned to new drafts quickly and efficiently.
- With Executive Director support, engage directly with member companies to develop consensus positions on AI bills.
- Organize and synthesize member feedback, ensuring it aligns with political realities and TechNet’s broader goals.
- Strategic Communications:
- Create and maintain regularly updated communication products, both public and private facing, to support advocacy efforts.
- Develop foundational resources such as comparative charts of major AI bills and AI 101 decks for lawmakers and TechNet staff.
- Generate reports on legislative trends, key legislator positions, and other relevant data from conferences, symposiums, and social media.
- Collaboration and Support:
- Maintain a repository of consensus positions and assist the state team in resolving member conflicts regarding legislative approaches.
- Work closely with TechNet’s Executive Directors, ensuring their authority and autonomy are preserved in all engagements.
- Act as a behind-the-scenes resource, supporting the Executive Directors in meetings with legislators and other stakeholders.
Required Qualifications:
- Expertise in AI Policy:
- Significant subject matter expertise in AI policy, including familiarity with international, federal, and state-level regulatory frameworks.
- Proven ability to redline and analyze complex legislative language.
- Experience in Communications and Policy Development:
- Demonstrated success in developing actionable policy recommendations and building consensus among diverse stakeholders.
- Strong ability to craft clear, persuasive communications materials tailored to varied audiences.
- Detail-Oriented and Organized:
- Ability to track, manage, and synthesize large volumes of information across multiple states and platforms.
- Highly organized with a meticulous approach to managing timelines and deliverables.
Preferred Qualifications:
- Experience working with trade associations in a legislative advocacy context.
- Familiarity with legislative monitoring tools such as Quorum for tracking legislative developments.
- Ability to plan and execute strategic initiatives, such as AI-focused events at key industry conferences.
Scope of Work:
This is a contractor position with the flexibility to scale workload based on organizational needs. The role is expected to remain active through August 2025, with potential adjustments based on the legislative calendar and additional priorities, such as planning for key events. The contractor will report to TechNet’s Senior Vice President for State Policy and Government Relations and collaborate closely with the team’s regional Executive Directors and the AI for America Campaign team.
The monthly compensation range for the position is $10,000 to $15,000 per month, depending on experience. Some travel is expected, but is limited.
