Bryn McDonough
Counsel and Director of Federal Policy and Government Relations

Bryn McDonough serves as TechNet’s Counsel and Director of Federal Policy and Government Relations. Based in Washington, D.C., McDonough drives TechNet’s federal policy advocacy on key priorities, including trade, digital privacy, immigration, education, and workforce development. She also provides legal analysis of public policy and court cases affecting our members as part of TechNet’s Innovation Legal Center.
Before joining TechNet, McDonough served in several senior roles in the U.S. Department of Homeland Security, including Chief of Staff in the Office of the Deputy Secretary and Deputy General Counsel. There, she spearheaded cross-component and cross-agency initiatives on cybersecurity, transportation security, and crisis response, and oversaw legal teams managing major rulemakings. McDonough also directed legislative strategy in the U.S. Senate as Chief Counsel to Senator Jacky Rosen (D-NV) and previously held policy roles for former Senator Bob Casey (D-PA).
McDonough began her legal career as a litigator at Latham & Watkins and Dilworth Paxson, representing clients in complex commercial and regulatory matters. She holds a J.D. from Georgetown University Law Center and a B.A. in Government and History from Georgetown University. Bryn is a member of the California Bar and is also admitted (inactive) to the Pennsylvania Bar.
