Jarrett Catlin
State AI Policy Advisor
Jarrett is TechNet’s State AI Policy Advisor, guiding TechNet’s engagement on AI and data center policy across all 50 states. He previously spent three years as a Vice President at Tusk Strategies where he designed and ran high-stakes advocacy campaigns for companies and top startups. Before then, Jarrett was a researcher at the RAND Corporation helping government agencies analyze the risks and opportunities created by emerging technologies. While there, he completed his doctoral studies with a dissertation analyzing the arrival of shared e-scooters as a case study on how policymakers respond to innovation. He began his career as a staffer for multiple Members of Congress. Jarrett holds a PhD and master’s in public policy analysis from the Pardee RAND Graduate School and a bachelor’s in political science from Westmont College.
Jarrett lives in Southern California. In addition to his work at TechNet, he has taught courses on AI policy at Claremont McKenna College and Pepperdine University.
