Washington, D.C. TechNet, the national, bipartisan network of tech CEOs and senior executives, today welcomed the House Energy and Commerce Committee advancing legislation to enhance road safety in the U.S. while encouraging engagement with industry stakeholders on provisions that impact the autonomous vehicle (AV) industry. In a statement submitted for the record of a House Energy and Commerce Committee markup that includes H.R. 7389, the Motor Vehicle Modernization Act of 2026, TechNet praised the bill as a positive step toward modernizing vehicle safety programs and helping the U.S. remain competitive in emerging technologies. TechNet also asked the committee to further collaborate with industry stakeholders on AV-related provisions in the REPAIR Act, which was included as a part of H.R. 7389, to ensure that the final overall bill accounts for the unique practices and business models of the American AV industry.

We commend the Committee for their bipartisan leadership in keeping Americans safe on our roads while ensuring that the United States stays ahead of national security risks as we work to develop and deploy emerging technologies,” wrote TechNet President and CEO Linda Moore. “This is precisely the kind of forward-looking framework that helps American innovators lead while keeping consumers safe and secure.

“As the Committee advances this important legislation, we respectfully encourage continued engagement with stakeholders between full committee markup and floor consideration on the vehicle data provisions contemplated in the REPAIR Act, included in the Motor Vehicle Modernization Act of 2026, that relate to or impact autonomous vehicles,” Moore continued. “We believe that additional dialogue will help ensure the final approach reflects the full range of industry perspectives and continues to protect consumers, competition, and data security. We are eager to work collaboratively with the Committee toward a balanced and durable solution.”
